FINANCE SPECIALIST

Position Summary:
The primary responsibility of the Finance Specialist-EVMS are to assist the Cost Account Managers (CAMs) and Program Managers in the development, interpretation and implementation of performance measurement baselines, tracking project costs and schedule, along with customer reporting of earned value variance analysis. The Finance Specialist-EVMS supports CAMs in establishing and maintaining program schedules, budgets and forecasts, reporting and analyzing earned value management system (EVMS) metrics, and variances to budget and schedule.

The Finance Specialist-EVMS also assists in the establishment of program forecasts and performance measurement baselines in the Deltek Cobra and Open Plan—Cost and Earned Value Management System. The Finance Specialist-EVMS acts as a consultant to top management on earned value management, scheduling, and financial policy, process and application.

Major Duties:

  • Responsible for development of financial plans, schedules, and EVMS metrics and reporting.
  • Assists in implementation of Deltek Cobra and Open Plan, and integration with Deltek Costpoint ERP System.
  • Defines project hierarchy, Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), calendars, schedules, and EV metrics.
  • Prepares and teaches functional and technical EVMS classes to CAMs and other functional areas as required.
  • Leads internal customer EVMS meetings and helps CAMs develop EVMS skills and understanding.
  • Interfaces with USAG customer personnel and prepares EVMS monthly CDRL reports on a timely basis (CPR, CFSR, and CSSR).
  • Works to ensure all deadlines and milestones for programs are met, including follow-up on customer deliverables and EVMS issues.

Education and Experience Requirements:

  • Bachelor’s Degree in Finance or related business discipline.
  • Minimum 10 years of financial analyst experience.
  • Minimum 5 years of EVMS experience required.
  • Work experience with Deltek Cobra, Open Plan and/or MPM.
  • Experience with MS Project and MS Office software.
  • Excellent analytical, communication, and organizational skills.
  • Knowledge of program planning and scheduling techniques, process flows, workflow, and business metrics.
  • Strong written and verbal skills with peers, team members, customers and management that are clear, concise, and easily understood by all recipients.
  • Ability to develop and deliver formal presentations to customers and internal audiences; communicates functional and technical objectives to the team and peers in an understandable manner.
